Community & Economic Development (Twiss [Chm.], Kendall, Schweser)

1. Provide a recommendation to Council regarding Ordinance No. O-23-2018, Rezoning of Parcel D08-058770, 530 Crescent Drive, from OC-1, Office-Commercial District, to R-7, Multiple-family Residential District

Finance Committee (Kendall [Chm.], Schweser, Severt)

1. Provide a recommendation to Council regarding the loan to the CIC in the amount of $500,000 – to establish the interest rate at 4.5% APR.   Consideration of emergency legislation is requested so that the loan can be closed this month.
2. Provide  a recommendation to Council regarding: 
a) Retaining curbside collection of yard waste that are properly bagged in approved compostable material or bundled BUT eliminating any additional fee for purchase of special bags; 
b) Authorizing the Director of Public Service and Safety to bid out the operations of the Dye Mill Road Facility;
c) Freezing monthly rates from October 1, 2018 – September 30, 2021 at seventeen dollars ($17.00) and then increasing the monthly rate by twenty-five cents ($.25) on October 1, 2021 and again on October 1, 2022; and,
d) Updating various sections of Chapter 919 of the Codified Ordinances to conform to current procedures and practices, as well as the recommended changes above.
