The retirement of Police Chief Charles Phelps on August 7, 2020, has resulted in a promotional examination process within the Troy Police Department to fill the position of Police Chief.
The examination process is overseen by the Troy Civil Service Commission and consists of two elements: the written examination and the assessment center. The written examination is administered first. The assessment center includes a determination of the skills and abilities of applicants in areas vital to leadership and providing excellent police services.
With the examination process complete, and following certification by the Troy Civil Service Commission, the City of Troy and Mayor Robin Oda are pleased to announce the following promotions:
POLICE CHIEF
Shawn O. McKinney - Promoted August 8, 2020
Chief McKinney became a member of the Troy Police Department on May 15, 1995. He was promoted to the rank of Sergeant on June 21, 2004, and promoted to the rank of Captain on September 8, 2015.
Chief McKinney is a graduate of Tecumseh High School. He served six years in the U S Coast Guard Reserve. He holds a Bachelor of Arts Degree in Criminology & Criminal Justice from The Ohio State University, graduated from the Ohio Peace Officer Training Academy (OPOTA) in London, Ohio in 1995, and is a graduate of the Northwestern University School of Police Staff and Command. In 2019 he attended the FBI Academy in Quantico. Chief McKinney and his wife have three children.
The promotion of Police Chief McKinney resulted in a vacancy in the position of Police Captain. The promotional examination process for the position of Captain is overseen by the Troy Civil Service Commission. This process also consists of the elements of a written examination and assessment center to determine the skills and abilities of the applicants in areas similar to that for Chief of Police.
With the examination process complete, and following certification by the Troy Civil Service Commission, the City of Troy and Mayor Robin Oda are pleased to announce the following promotion effective August 10, 2020:
POLICE CAPTAIN
Ryan T. Ormberg – Promoted August 10, 2020
Captain Ormberg became a member of the Troy Police Department on February 28, 2005. He was promoted to the rank of Sergeant on May 29, 2018. He is a 1994 graduate of Piqua High School. Capt. Ormberg served five years in the United States Air Force as an Antiterrorism Representative. He is currently serving in the Air National Guard at the 187 Wing in Springfield OH.
He received an Associate’s degree in Criminal Justice from the Community College of the Air Force in 2016. As a member of the Troy Police Department, he serves as a Field Training Officer, Evidence Technician, and a member of the Tactical Response Team.
Capt. Ormberg and his wife have two sons.
Mayor Robin Oda congratulates Chief McKinney and Captain Ormberg. Mayor Oda commented that she looks forward to working with Chief McKinney. Mayor Oda further stated: “I am confident that Chief McKinney, working with newly promoted Captain Ormberg, the other members of the command staff and officers, will provide positive leadership for the Troy Police Department during this transition and for years to come, looking for more opportunities to work with and for the community.”
