It is the policy of the Troy Police Department to investigate all allegations of employee misconduct or accusations against the agency in general including anonymous complaints. Complaints may be made using this form, or any other method of contacting the Police Department. If filing a complaint in person or by phone you should ask to speak to a supervisor. However, any Police Department employee may receive a complaint and then refer it to the appropriate supervisor.
Knowingly making a false allegation against a police officer is a violation of the Ohio Revised Code punishable by a maximum of 180 days in jail and a fine up to $1,000.
Once a complaint is received the following procedure is followed:
- The complaint is assigned to an investigator. Complaints of a criminal nature or those that could potentially result in serious discipline such as termination, will be formally investigated by the internal affairs function. Complaints of a less serious nature will be conducted by the employee’s immediate supervisor.
- Depending on the type of contact information you provided, you will receive verification that the complaint has been received.
- The Department will investigate your complaint and provide you with periodic status updates.
- We will notify you of the results of the investigation.

The Troy Police Department follows CALEA Standard 26.2.5 that requires, “The agency compiles annual statistical summaries of complaints and internal affairs investigations, which are made available to the public and agency employees.” Annual summaries are available below.
