New Electric Aggregation Contract to Begin in January 2026

As Troy’s electric aggregation contract with Dynegy expires at the end of 2025, residents and small businesses enrolled in the City’s aggregation program will see a new supplier beginning with their January 2026 bill. AES Ohio will continue to handle billing and delivery, while Constellation Energy will provide a fixed supply rate of 9.049 cents per kilowatt hour (kWh) for aggregation participants.

What is aggregation?

Your electric bill consists of two parts: delivery and supply. AES Ohio provides delivery of electricity and maintains poles and wires in the City of Troy. Under Ohio law, residents may choose their own electric supplier. Along with 17 other area communities in the Miami Valley Communications Council, the City of Troy bids for electric supply on behalf of its residents to provide more competitive rates than the standard AES Ohio rate. Residents and businesses that are opted into the aggregation program receive one bill from AES Ohio, but the supply portion is provided by the winning bidder. 

Troy’s contract is with Dynegy (formerly Energy Harbor) through 2025. The contract with Constellation begins in January 2026. 

Will the aggregation save me money?

The purpose of the aggregation is to provide a lower rate for residents and small businesses. The new aggregation rate is 9.049 cents/kWh.  

Because the previous contract lasted for two years and electricity market supplies have increased, the new rate is higher than the 6.57 cents/kWh rate set in 2024. However, it is less than the current AES standard rate of 9.45 cents/kWh, which will likely go up in 2026.

How can I opt into or out of the aggregation?

You will receive a letter in the coming weeks from Constellation. To participate in the electric aggregation program, you don’t need to take any action when this letter arrives. If you wish to opt out of the aggregation program, you may follow the directions in the letter, visit www.constellation.com/oh-mvcc, or call 833-866-3986.
