Comprehensive Parks and Recreation Master Plan

The Parks and Recreation Master Plan, last updated in 1991, serves as a long-term guiding document for creating and maintaining park space throughout the city. The Comprehensive Parks and Recreation Master Plan is due to be updated in 2025 to identify needs for green space, recreational programs, playground equipment, athletic spaces, and more, and will set preliminary plans to meet those needs. The Parks and Recreation Master Plan will be one more step in Troy’s robust planning process, emphasizing the need for quality-of-life programs and natural space in future development.


At its February 3, 2025, meeting, City Council approved an amendment to the City's contract with American Structurepoint, the consultant team tasked with updating Troy's Comprehensive Plan last year. In September 2025, City Council approved the addition of sports and facility management firm Legacy Sports Group (LSG) to the Parks and Recreation Master Plan project team. American Structurepoint recommended LSG to help analyze the market and potential economic impact for improved sports facilities in Troy. 


Consultants are working closely with Troy's Development Department, Park Superintendent, and Recreation staff, and have collected feedback through a stakeholders' group, public meetings and engagement events, and a public survey. Interest in the future of Troy’s parks has been positively reflected in our focus group sessions, public meetings, and over 860 to responses to the Parks and Recreation Master Plan Survey.


American Structurepoint presented a progress update and draft of the updated plan on December 3, 2025. You can view a video of the presentation here. The proposed plan was approved by the Board of Park Commissioners on March 3, 2026.
